URBANIZATION
 


Although urbanization provides opportunities that can spur development, for the most part Africa has experienced urbanization without growth. As a consequence, addressing the political, economic, security and social problems posed by rapid urbanization is one of the most pressing governance challenges facing African governments. For these reasons, the 2000 GCA Policy Forum was devoted to a discussion of urbanization.
